Canada's Negotiators Seek Comments on Draft WTO AD/CVD Texts

The Department of Foreign Affairs and International Trade have posted the WTO Draft Consolidated Chair Texts of the AD and SCM Agreements and is asking for interested parties to provide their comments to Canada's negotiators.  To read a copy of the Draft Consolidated Chair Texts of the AD and SCM Agreements , please click on Draft Consolidated Chair Texts of the AD and SCM Agreements.

Since the next meeting of the WTO Negotiating Group on Rules will meet on January 21 and 28 and February 11 and 18, 2008, there isn't much time to review the draft texts and provide comments.

What is clear is that the language about the practice of zeroing deserves comment.  This is not the only contentious issue.

Interested parties would include those persons who have been required to respond to an antidumping or countervailing duty complaint filed outside of Canada where the WTO rules did not work to bring about the corrct result or were improperly manipulated in the foreign jurisdiction and need to be corrected.  Interested parties would also include domestic industry players who have not received adequate protection as a result of the current state of the WTO rules.
