Will the Recession Result in More U.S. Transportation Infrastructure Spending?

H.R. 4844 has been introduced by Rep. Charles Boustany, R-La., which if passed, would finally accomplish a long-awaited goal of those paying into the Harbor Maintenance Tax Fund. Specifically, the bill would require the money collected to actually be spent in the fiscal year collected. The bill itself is blessedly short and is being touted by some as a way to create more jobs at a time when many waterways and ports are badly in need of dredging and the advent of the mega-ships expected once the Panama Canal widening is concluded needs to be addressed prior to their arrival, not afterwards.
