Canada Tables Implementing Legislation Re Canada-Panama FTA

On September 23, 2010, the Government of Canada tabled in the House of Commons for debate Bill C-46 "An Act to implement the Free Trade Agreement between Canada and the Republic of Panama, the Agreement on the Environment between Canada and the Republic of Panama and the Agreement on Labour Cooperation between Canada and the Republic of Panama". 

This legislation must be passed by both the House of Commons and the Senate before it becomes law and the Canada-Panama FTA and side agreements can take effect.  Under Canadian constitutional law, a negotiated international treaty does not automatically become the law and the land.  The changes to the domestic legislation pursuant to implementing legislation like Bill C-46.
