Expiration of the Andean Trade Preference Act (ATPA) and Andean Trade Promotion and Drug Eradication Act (ATPDEA).

Customs has circulated a notice which states ATPA and ATPDEA "will expire on February 12, 2011, although there is currently Congressional discussion to extend these programs. If the programs expire, importers will be required to pay the normal trade relations (column 1) for ATPA- and ATPDEA-eligible goods entered after February 12, 2011. Claims with the special program indicators J and J+ will not be accepted for entry summaries with a duty computation date of February 13, 2011 or later…."

While Congress seems favorably inclined to extend these two programs, even while the two sides continue to argue about exactly how that will be accomplished, renewal of GSP remains stuck and with little hope of renewal in the near future.
